Hurricane Ike Social Services Block Grant (SSBG) Funding

The deadline for applying for Social Services Block Grant (SSBG) funding in the Southeast Texas region was Monday, June1, 2009. All applications submitted will be reviewed by staff for completeness. Funding recommendations will be made, in the near future, by the Hurricane Ike Social Services Block Grant Advisory Committee to the South East Texas Regional Planning Commission (SETRPC) Executive Committee for approval. After receiving local approval, a listing of projects recommended for funding will be sent to the Texas Health and Human Services Commission (HHSC) for review and approval. Contracts for service will be entered into after all steps are complete.

Hurricane Ike Federal Assistance

In preparation of anticipated federal recovery monies for Hurricane Ike, an Action Plan has been developed by SETRPC which broadly details the method of distribution for which funding will be locally allocated for housing, public infrastructure and economic development needs.

This Action Plan has been submitted for review to the Office of Rural Community Affairs.  The Action Plan will be part of a Comprehensive State Plan to be approved by the Department of Housing and Urban Development.

Regional Review Committee Guidebook

Texas Community Development Block Grant (TxCDBG) Regional Review Committee (RRC) Guidebook for 2009-2010. (This is NOT a housing program).

Each of Texas’ 24 regional councils has its own Regional Review Committee (RRC). Each RRC is comprised of 12 local elected officials, appointed by the Governor of the State of Texas.

The role of each RRC is to participate in the process of determining regional priorities for projects funded through the Office of Rural Community Affairs (ORCA) Community Development Fund.  The RRC is responsible for developing objective scoring criteria used to prioritize applicants.

The Southeast Texas RRC met in March of 2008 to review, determine and obtain public comment regarding objective scoring criteria for the upcoming 2009-2010 TxCDBG grant cycle. 

Below is a copy of the Southeast Texas RRC Guidebook, which has been prepared in accordance with the 2009 TxCDBG Action Plan and the 2009-2010 RRC Scoring and Training Guidelines for the Community Development Fund.  The Guidebook provides eligible applicants from the South East Texas Regional Planning Commission (SETRPC) region with the application guidelines necessary to be scored under the Southeast Texas RRC scoring criteria.
